That the Council: a) Notes the 25 written submissions received on the proposed Water Supply Bylaw 2026. b) Notes the minutes of the Hearings Committee and its recommended amendments to the consultation version of the Bylaw. c) Notes the Boundary Backflow Prevention Policy. d) Confirms that the proposed Bylaw, including the recommended amendments, was the most appropriate way of regulating use of the DCC’s water supply network, was the most appropriate form of bylaw, and did not give rise to any implications under the New Zealand Bill of Rights Act 1990. e) Adopts the Water Supply Bylaw 2026. f) Approves a date of effect for the Water Supply Bylaw 2026 of 1 July 2026. g) Revokes the Water Bylaw 2011 from 1 July 2026.
